Despite excessive rain, gale force winds, frost and low temperatures over the last few weeks the work on the bridge is now complete.
An extensive refurbishment programme, costing £230,000, which included: repairing and repainting the steelwork of the bridge; partial replacement of the concrete deck slab; new parapet mesh panels; installation of anti-slip surfacing; drainage improvements and new lighting units.
The honour of cutting a ribbon to mark the official reopening of the bridge fell to Mrs Liz Milliigan, who lives in the high flats. She said: "I'm really pleased the bridge is open again as it makes walking into town so much safer and easier.

"The council have done a brilliant job and the men have been out there working on it in all weathers. I hope the bridge goes on to last for another 109 years. I particularly like the new colour, which is in keeping with the environment."
Some of Liz's neighbours, members of the local community, councillors and the council team who brought about the bridge transformation joined in the celebration.
Speaking about the newly refurbished bridge, Councillor Peter Convery, the Council's Sustainability and Environment Portfolio Holder, said: "We were determined to refurbish Turners Bridge and make it fit for use for many years to come.
"Due to the awful weather conditions we have had in the last couple of months, the work took a little longer than we anticipated. However, it was very important that the work was carried out to the highest standard, to ensure that the bridge can be used by local residents and visitors and I am delighted that has been achieved.
"The bridge is a local landmark, which always looked nice, but it is outstanding now that it has been refurbished."
