It is understood the development is part of the council's priority plan to increase the number of low-cost homes to buy or rent in the city.
If approved, the plans would see a total of 55 homes built on land between the Ashwood estate and Scotstown Road. Of the properties, 25% would be affordable housing.
The development proposes a mix of housing for private sale at market prices, as well as the affordable housing. A final mix is yet to be decided, but the affordable element could consist of homes for rent at mid-market rates, properties for rent at social housing levels and/or low-cost homes to buy.

Aberdeen Council has already submitted a Proposal of Application Notice, ahead of a formal planning application in the spring. However, before this happens, the local community is being invited to consult on the plans. Any feedback received will then be considered before a planning application is submitted.
A public consultation event will be held at Oldmachar Church, Bridge of Don, on 28 January from 2pm to 7pm.
Welcoming the progress, Aberdeen City Council Leader, Councillor Jenny Laing, said: "This Administration has a clear commitment to deliver new housing for Aberdeen and to put the mechanisms in place to make sure we provide them as quickly as possible.
"The broad range of tenures will suit a wide range of people and will give local young people the opportunity to continue live, work and raise their families in this city. This will also ensure that we are well placed to attract the key workers which Aberdeen really needs."
