An independent panel, who were appointed in September, has been tasked to come up with ideas to achieve a quicker, more accessible and efficient process.
They will consider six key issues as part of the nation-wide review:
• Development planning.

• Housing delivery.
• Planning for infrastructure.
• Further improvements to development management.
• Leadership, resourcing and skills.
• Community engagement.
Social Justice Secretary Alex Neil said: "I would urge all organisations and individuals who are involved with the planning system in any way to get in touch and use this opportunity to help shape the future of the planning system in Scotland.
"The panel are inviting you to play a positive role in the review process, and ensure views are heard."
The review panel is due to report back in Spring 2016.
Scottish Ministers will then look to work with all those who gave an interest in the system, taking forward a reform programme that will be informed by the findings of the review.
