The 20-year TAYplan strategy has been created by a joint committee made up of three councillors from the four local authority regions.
It focuses on delivering major building work in Dundee, Angus, Perth and Kinross and North/East Fife.
The Proposed Strategic Development Plan focuses on creating sustainable economic growth, shaping better quality places, improving quality of life, tackling climate change and reducing consumption of resources in the region by 2036.

TAYplan's convener, Cllr Tom Gray, said: "I am delighted that the hard work and efforts of a great number of people has brought the plan to the stage of submission to Ministers.
"I particularly welcome the ever-increasing engagement of our younger generations in the strategic planning process and wish to congratulate and thank all schools and students involved for their enthusiasm and valued input toward the future development of the TAYplan area.
"Ministers will now independently consider the issues arising from the representations made by many local people, developers and other interested parties on the proposed plan."
