The 35-week project involves building a new stretch of road through to Caledonia Street, with the design for section one of the spine road leading from Wharf Street to River Street. Work will begin on 11 September.
The scheme is part of the council's Montrose South regeneration programme which has already led to a £100m investment by the private sector in Montrose South, creating 200 new jobs.
Cllr Ron Sturrock said: "This major infrastructure project will bring huge benefits to Montrose and across our county. We want to create an attractive business location that opens up the area to businesses and maximises opportunities for the port.

"Discussions to develop the area initially began back in 2010 and feedback from the public and the business community showed support for the project. During this time, there's been a lot of hard work to make sure this complex project is built in a sustainable way.
“Key to this regeneration project is the development of the spine road which will improve traffic flows and road safety. Setting out the construction plans today provides a clear timetable for delivery to make sure we bring this project forward for the long-term benefit of our communities, unlocking the area's economic potential, job creation and bringing inward investment."
