Stirling Council's Planning Panel are seeking more information on a proposed application for an 18-hole golf course and 150-room hotel on the Park of Keir Estate between Dunblane and Bridge of Allan before it makes its decision.
The scheme by K.W. Properties Ltd, on 270 acres of woods and farmland, was brought before the Council’s Planning Panel, Chaired by Councillor Alasdair MacPherson, due to the complexity of the application, the history of the development and the site, and because of the level of objections.
The Panel felt that so much time had lapsed since an Outline Application was approved in 2003 and the Scottish Executive approved the proposals with conditions in October 2005 that other considerations must now be taken into account.
The Panel wants to know why the developer had not started work on the development before now and why the developer hadn’t undertaken an Archaeological Evaluation of the site, which was one of the Conditions of the original Outline Application. The Evaluation would identify routes of old Roman and military roads through the site. The Panel also instructed Planning Officers to seek clarification from Transport Scotland on possible proposals of an underpass being formed on the M9/A9 at Keir Roundabout and from SEPA as to any potential drainage issues for the site.
Planning Panel Chair Alasdair MacPherson said: "The Panel feels that there are a number of unresolved issues with this Outline Application, further information must be forthcoming before we can make an informed decision on these proposals."
One of the Conditions imposed was that a Reserved Matters Application would need to be submitted within 3 years of the date of the Decision Notice but as this has now lapsed a renewed application has to be considered by the Panel.
The Council received 18 letters of objection.
In 1991, a Planning Inquiry rejected proposals for housing and a business park on the estate but kept the door open on the issue of a golf course and "modest" hotel.
The Developer entered into a Section 75 Agreement with the Council on the original outline application to prevent housing on the site and this will also be updated by the Panel.
