Eight companies submitted eligible tenders for the kerbing, drainage, reconstruction and surfacing works, the lowest of which was from Tayside Contracts, with a submission of £810,363.22.
Committee convener David May said the proposed works, which will start in September, will greatly improve the road but will unfortunately create significant disruption for residents and road users.

He said: "This extensive programme of resurfacing and drainage works will take around 12 weeks to complete. While traffic flow will be maintained during most of the work under traffic light control the road will have to be closed completely for two to three weeks while it is resurfaced and a culvert is replaced.
"We appreciate the work, most specifically the road closure, will cause significant disruption to local residents and road users but there is no other means of delivering these improvements safely and effectively."
When the road is closed traffic will be diverted via the B961, C51, C48 and B965, a route agreed with Tayside Police. Vehicle and pedestrian access to all properties on the route will be maintained throughout the period of work.
The council has already written to local residents to advise them of the proposed work. People are asked to contact the roads division on 01307 473928 if they, or anyone they know who lives or works in the area, have any special needs, particularly with regard to access or mobility, to allow arrangements to be put in place in advance of the works starting.
