Plans for a survey of council properties to assess their potential for solar energy have been approved.
The plans are part of a new Renewables Strategy have been approved.
The West Lothian Council Executive has also agreed to seek accreditation for the Microgeneration Certification Scheme by completing a suitable project early next year.
This will enable them to develop their own workforce and take advantage of the current financial incentives that are available.
Leader of West Lothian Council Peter Johnston commented: "This is a really exciting opportunity which we are determined to seize with both hands. In the current climate with public services under severe pressure it is a fantastic opportunity to create growth and develop new skills which I believe will have a wholly positive impact on our community.
"The financial incentives currently on offer through the installation of solar panels are very attractive. The Renewables Strategy also supports the council's commitment to achieving ambitious national Climate Change, carbon reduction and renewable energy targets.
"Our intention is to develop the skills of our workforce to ensure West Lothian Council has the sustainable local capability to install renewable technology across the council?s estate, both domestic and non domestic. This will mean new, long term local jobs. This investment in renewable technology will deliver clean energy, reduce our energy costs and reduce our carbon footprint delivering savings we can reinvest in our services.
"This is the start of an exciting new period for West Lothian Council and for West Lothian. The longer term aim is that the council will understand fully the potential for installing renewables across our assets and maximise our use of these to the benefit of our community."
