Householders from Cullen to Portgordon can apply and as funds are limited, applications will be dealt with on a first come, first served basis.
SIG Energy Management will carry out the insulation surveys in partnership with the council and undertake the work.
Successful applicants will be offered loft or cavity wall insulation or a top-up of existing loft insulation.

A similar offer to households in parts of Speyside and Forres was met with acclaim last year.
Chairman of Moray Council's communities committee, Councillor Eric McGillivray, said: "We have been fortunate enough to secure £200,000 of funding from the Scottish Government for this latest round of home insulation.
"With energy costs soaring, this provides an excellent opportunity for home owners in the Cullen to Portgordon area to have their properties properly insulated, conserve energy and save money."
This offer is time limited and only available through the Home Energy Scotland Hotline and SIG Energy Management as the authorised installer.
A similar scheme has been announced for Irvine residents too, as part of the Universal Home Insulation Scheme (UHIS) which aims to make homes in the most deprived areas of North Ayrshire become more energy efficient, helping to cut costs.
