The new plan will see around 5,000 letters sent to households living within 20 metres of sites of future developments, both housing and commercial.
A review of the existing local plan will be included in the new scheme.
It will also include representations received from an earlier public consultation on the main issues arising from the plan.
Will Dawson, convener of Dundee City Council's city development committee said: "The Proposed Local Development Plan for Dundee is the blueprint that will guide future development in the city up to 2024.

"It shows which land is being allocated to meet the city’s development needs and where new development should and should not happen.
"The proposed plan contains policies and proposals covering the principal land use issues in the city and will provide the context in which decisions on planning applications will be made."
Parties interested in the proposals will be given a six week consultation period to make representations.
Planning officers from Dundee City Council are to meet with community councils and Local Community Planning Partnerships.
They will also attend four information events throughout November at the Wellgate Library and Dundee House.
