The Court of Session ruled that the process to select a bidder for the St Nicholas House site was "lawful and reasonable".
The case was first brought after one of the unsuccessful bidders for the ambitious development – HFD Group – claimed the council's selection was flawed.

The firm can appeal the decision, while Aberdeen City Council is said to have welcomed the ruling.
The site of the former council headquarters is being demolished to make way for a new development consisting of a new civic square, hotel and offices.
Muse Developments, who were selected as the preferred bidder for the site in May, has proposed to build a complex consisting of linked buildings, the tallest of which will be 10-storeys high.
More than 1,000 council staff vacated the 14-storey building, erected in 1968, for the newly-refurbished Marischal College building in 2011.
